CCEE designed SCH2’s governance to meet EU recognition criteria and keep the scheme independent, impartial, and technically strong. We separate scheme operations from certification work; only independent Certification Bodies audit Economic Operators, with rules that prevent conflicts of interest and protect auditor independence. A balanced Stakeholder Committee and an open Stakeholder Group bring together producers, consumers, NGOs, academia, and public bodies—no single group can dominate decisions. We also publish our roles, membership, and key decisions and can call on external experts when needed. This structure makes SCH2 credible, accountable, and aligned with EU requirements

Stakeholder Committee

Strategic decision-makers. Responsible for reviewing standards and implementing continuous improvements. Represents the interests of stakeholders in the certification scheme. Three representatives from each category: consumers, producers, and government, will be selected by the CCEE Scheme Management.

SCH2 EU RFNBO Scheme Management and Operation

Composed of CCEE staff responsible for the day-to-day operation and development of SCH2, including: improving scheme documentation, organizing training, recognizing and supervising Certification Bodies (CBs), registering and administering Economic Operators (EOs), coordinating the Stakeholder Group and Working Groups (WGs), selecting and inviting Stakeholder Committee representatives, and reporting to the European Commission or other competent authorities.. They prepare proposals that are reviewed by the Stakeholder Committee.

Stakeholder Group

An open and inclusive group that gathers representatives from the entire hydrogen value chain, including producers, consumers, NGOs, academic institutions, accreditors, operators (OCs), regulators, and other interested parties. It is the main public consultation forum of CCEE.

Working Group (WG)

Specialized WGs operated under the guidance of the SCH2 Operator and composed of Stakeholder Group members. They may hold additional monthly technical meetings for technical discussions related to certification under European standards and other relevant jurisdictions, and the promotion of the development of the low-carbon hydrogen market. WG outputs feed back to the Stakeholder Committee for strategic sign-off and to the Stakeholder Group for wider awareness.
