Certification under CCEE SCH2 EU RFNBO Scheme follows three main steps. Economic Operators first complete Initial Registration with CCEE, then undergo an independent Audit Process that—if successful—issues a Certificate of Conformity. With the certificate, the EO may make sustainable claims and market Certified product as RFNBO.

Initial certification is the first certificate issued under the CCEE SCH2 EU RFNBO Scheme and it applies in the first year only. To begin the certification process, Economic Operators must register and sign an agreement with CCEE. Then, Economic Operators choose from a list of CCEE-approved Certification Bodies. Once those two parties enter into an agreement, the auditor has a green light to launch the initial audit.
If the audit is successful, the Economic Operator is approved to produce RFNBO-compliant products for up to 12 months, depending on the plant’s evaluated risk. If the audit is not successful, however, the Economic Operator must redo the audit process. All certificates issued by CCEE are published to our online Certificates Database creating transparency for consumers and producers alike
The Economic Operator selects a CCEE approved Certification Body (CB) from the List of Approved Certification Bodies, signs an audit contract (CB notifies CCEE), and undergoes a certification audit. Findings are recorded in an audit report—surveillance may be requested if non conformities arise. If compliant, the CB issues a Certificate of Conformity and CCEE records the report and certificate in its Certificates Database. Re certification audits occur every 12 months to ensure ongoing compliance.

CCEE SCH2 EU RFNBO Scheme is a Voluntary Certification Scheme aligned with the EU’s RFNBO framework under RED III (Renewable Energy Directive latest recast). It sets rules for qualifying renewable electricity, calculating actual GHG values, and tracking products via a mass balance chain of custody.
